Why is Chinese new year on 1/23 instead of 1/1?

2013 Chinese new year is on 2/10/2013. Most Chinese festivals are based on the traditional Chinese calendar (the lunar calendar). Chinese new year starts at "正月初一" which means the first day of the first month of the lunar year. 2/10/2013 is the solar calendar corresponding date of 2013 Chinese new year.
