If you believe that he does, then he does. Religion is flexible. If you want him to answer every prayer, then he answers every prayer.
It is true that God invites people of all nations to draw close to him in prayer. (Psalm 65:2) However, he does not listen to all prayers. For example, when the Israelites persisted in badness, God refused to hear their prayers. (Isaiah 1:15) Also, the prayers of a man who mistreats his wife can be hindered. (1 Peter 3:7) At 1 Peter 3:12 we read: “For the eyes of Jehovah are on the righteous, and his ears listen to their supplication, but the face of Jehovah is against those doing bad things.” Thus, if our prayers are to please God, we must be sincere in trying to live our lives in harmony with the righteous principles of God’s Word.
If one rejects God’s Word and his will he should not expect God to answer his prayers for help in time of trouble. (Proverbs 15:29; 28:9; Isaiah 1:15) Yet, how heart warming it is to know that God will hear even gross sinners if they sincerely repent. (2 Chronicles 33:9-13)

Generally speaking, establishing a dialogue with Him is the most efficacious way I have found of assuring you can understand and respond to the constant input He is always willing to give.

I think it is more of an internal dialogue with a higher part of yourself. The part that if you let go of for a while it will work behind the scenes and come up with an answer. Reaching out for something beyond your conscious awareness. Many of the great scientists dreamt of the solutions to their problems or had visions.
Prayer has been seen to relieve stress, improve communication, strengthen bonds. Search scholary articles. Some people also choose meditation, again a good stress reliever, quietens the mind and relaxes the person. So long as you do not souly rely on prayer, you were given a brain to use and the plants used in medicine for years.

God does not hear all prayers. Prayers will be ignored if the person praying is "persisting in badness" meaning they have no intention of changing.
