Working in Nigeria, I would never have got anything done without a little "greasing of hands". It is not seen as wrong there, but just "The way things work".
I was working for an American company at the time, and of course bribery (or complicity in bribery) is a VERY serious offence in the US. I never told anyone where the money had gone - but no-one ever asked.
I worked for a few years in senior positions in the public service. I regret that no-one ever tried to bribe me during that time. I must have an honest face.....

If used to break the law and any vows one might have made in agreement with a Job, then no. But this goes directly to one's morality and scruples. It is highly subjective in this respect.
However, if this simply puts you in "favor" for VIP treatment concerning "Goods and Services" . . . Why not? (See "Z's" answer for a more descriptive meaning)
