Because the gods were jealous of her great hair. Bet she isn't getting all the men now

Because she was ravished by Poseidon the rapist and the lady of the house hated her for it so she turned her hair like that

Medusa, originally a beautiful young woman whose crowning glory was her magnificent long hair, was desired and courted by many suitors. Yet before she could be betrothed to a husband, Poseidon   found her worshipping in the temple of Athena and ravished her. Athena was outraged at her sacred temple being violated, and punished Medusa by turning her beautiful tresses into snakes and giving her the destructive power to turn anyone who looked directly at her into stone.

Medusa's hair was turned into snakes because she violated her religion in the temple of  Athena  so she was mad and turned her into a monster
