What verse says to pray as though it has already happened?

Oh yes there most certainly is and I would be glad to share it with you.  I have a beautiful picture up in my living room of this scripture as it happens to be one of my favorites.  I read it prior to praying for anything or anyone! I hope this helps you.  May God Bless you richly!

Therefore I tell you, whatever you ask for in prayer, believe that you have received it, and it will be yours.

There is, unfortunately, no verse that says that. What you may be referring to is the scripture in Romans 4:17 "...and God gives life to the dead, and calls those things that be not as though they were." The idea is that we, by Faith, believe that what we pray for is done the moment we speak to God about it. We praise in advance, to the joy of trusting God that it's already done!
