Remus is the answer you're looking for.

The two brothers, who are supposed to be sons of either Hercules or Mars, were forcibly left to die in the Tiber River when their mother's uncle took over as king!

Instead of dying in the river - they miraculously survive, and end up being raised by a she-wolf.

As adults, they end up founding the city of Rome. An argument about exactly which hill the city should be built on ends up in a fight. Remus dies in the fight, and the city of Rome thrives.

The symbol of the she-wolf suckling the twins became the symbol of Rome, with the most famous example being the bronze statue of La lupa Capitolina:
