Cops are notorious for being out between the hours of 2-4 am (they call it the devils hours) because the bars close at 2 so the drunks are out driving home, the tweekers are out settling down to the house or place they will be "coming down" from or getting their groove on and most crime happens during the night. It is a known fact that if you are up to something you shouldn't be and you don't want to get caught then stay HOME or stay put during the hours of 2-4.
