Luke makes the point that Saul was present at Stephen's death and approved of it. Though it is not directly referred in Luke's account of the developing Christian, some have taken the reference here to be Saul's official vote as a member of the Sanhedrin.

Acts 7:59-60 While they were stoning him, Stephen prayed, "Lord Jesus, receive my spirit." Then he fell on his knees and cried out, "Lord, do not hold this sin against them." When he had said this, he fell asleep.

Acts 8:1-3 And Saul was there, giving approval to his death. On that day a great persecution broke out against the church at Jerusalem, and all except the apostles were scattered throughout Judea and Samaria. Godly men buried Stephen and mourned deeply for him. But Saul began to destroy the church. Going from house to house, he dragged off men and women and put them in prison.

The bible doesn't actually say that Saul was watching but when Stephen was stoned the witnesses laid down their clothes at Saul's feet so he probably was. It also said that Saul was consenting to his death which could be taken to mean that he authorised the stoning so it is very likely that he would have watched his orders being carried out.

Stephen was not the first Martyr of the Church of Christ the first martyr was Abel then Zacharias and then John the Baptist Matthew 23:35, the future follower who stood and was watching the stoning of stephen was Saul who's name was changed to Paul.

The term Church stands for all believers or family of Christ. The term Christian was used by people to mock Christians as found in the historical book of the NT, the book of Acts. So, strictly speaking Stephen is the first martyr for Christ.
