Traditionally, the Apostle Peter was in Rome and was warned by his christian friends to get out or face death because the authorities were after him. He set off on foot, taking the Appian Way out of Rome. When he got some way out, he met Jesus going back in. He asked him where he was going and Jesus replied that he was going back to Rome to be crucified again. Peter knew that meant that he was to go back because it was God's will for him to suffer a martyr's death.

He was indeed arrested on his return. When he came to be crucified, he believed that he was not worthy to executed in the same way as Jesus had been, so he asked to be crucified head downwards. In John ch 21 vs 18 & 19 Jesus says to Peter: "When you are old you will stretch out your hands and someone else will dress you and lead you where you do not want to go." In verse 19 John says: "Jesus said this to indicate the kind of death by which Peter would glorify God." So Jesus had, in fact, prophesied a martyr's death for Peter.

Simon Peter died in babylon and not Rome. Another Simon died in Rome, the magus. According to Justin martyr that this Simon had a statue erected to him. The angel released Peter from jail, thus making him a criminal and fugitive under Roman law. Peter would of been arrested on site and executed. And so prior to entering Rome he was a dead man walking. Therefore, he fled to a thriving Jewish settlement in Babylon. He was heard from many there. He died there and not in Rome.

All we really can know is what John records in the 21st chapter of john -- that is inspired and is a prophetic statement about the death of Peter --even if history says different, John's word is the final word ---glt

Peter wrote in rome. Peter was a freeman of the city of Rome. So I would have to say it might have been out of Rome. But again  Pagan Rome hated and crucified Christians. So we can not be certain without facts.
