Simla delegation was a very necessary and practical step towards the Pakistan movement. It is an important landmark in the history of Muslims in India. In October, 1906 a delegation of prominent Muslims approached the Viceroy, Lord Minto under the leadership of Sir Agha Khan. After this, the Muslims thought rightfully to have their own political party and hence the All India Muslim League was founded on 30th December, 1906 when the Muslim leaders had gathered for the Annual Muhammadan educational Conference. Nawab Waqar Malik was chosen as the first President of the Muslim League. The main and the foremost objective and aim of All India Muslim League was to protect the rights of Muslims and to present their demands to the British.

Most important achievement of Muslim League was the gaining of separate electorate for the Muslims in the Minto-Morley Reforms of 1909. The acceptance of separate electorates made it clear that Muslims were an important political group in India.

Mr. Jinnah joined the All India Muslim League in 1913. By this time All India Muslim League had included the demand of self-rule in their objectives. This brought All India Muslim League and Congress together. Mr. Jinnah took advantage of this, worked hard and signed the Lucknow Pact between Muslims and Hindus.
